NSSD BOARD OF DIRECTORS’ OPERATING PROTOCOL
For the purpose of enhancing teamwork among members of the Board, Administrative/Leadership Team and staff, the members of the North Santiam School District Board of Directors, publicly commit themselves collectively and individually to the following protocol which is aligned with NSSD Board Policy BBF-Board Member Standards of Conduct
- To make decisions based on what is best for all kids in the District.
- To operate with honesty, insight, and integrity.
- To set clear goals for ourselves.
- To communicate accurate and complete information at all times.
- To encourage and welcome communications between staff, the Board, and the community.
- To agree to follow the chain of command, and insist that others do by referring inquiries to the appropriate person and process to resolve concerns.
- To understand individual board members do not have authority; only the Board as a whole has authority, with the understanding that the Board Chairperson will communicate the position(s) of the Board on controversial issues.
- To agree to debate issues with care and to respect other members point of view while keeping board meetings efficient and effective.
- To agree to ask the Board Chairperson or the Superintendent to place an item on the agenda instead of bringing it up unexpectedly at the meeting, ultimately keeping surprises to other board members or to the Superintendent as the exception, not the rule.
- To support training and educational opportunities in our schools, our District, and our community.
- To recognize that our primary duties are planning, policy-making, budget, and public relations and that the management of the schools is the responsibility of the Leadership Team, led by the Superintendent.
- To understand that Executive Sessions will be held only for a legally permissible reason and to maintain the confidentiality that is required for any discussion held in Executive Session.

North Santiam's Goals Process
NSSD has a systematic needs assessment and goal-setting process that provides a clear and focused direction for the district. Within this process, all improvement activities and initiatives for the entire district are identified. This process begins in February when the Board reviews all Board and District Goals. The superintendent follows the Board with his goals for the following year. These two initial steps set the stage for the District's Leadership Team (dept directors and building principals) to make aligned decisions for the coming school year.
In June, the Leadership Team completes a dynamic needs assessment review (Data Workshop). In this review, similar data sources are used to analyze District and building needs. The assessment and data utilized are District Interim Assessments, State Assessments, SWISS (referral data), Attendance, 9th grade on-track, Teacher Needs Assessment Survey, Professional Audit of Collaborative Teaming (PACT), TELL survey, Teacher Evaluation Data (Oregon Matrix, SLG meets), and individual building survey collections.
The Leadership Team uses this data to create annual goals. Each of the goal areas are written with a Specific, Measurable, Attainable, Realistic, and Targeted (SMART) goal format. Throughout the year, they submit quarterly reports to the Board and principals provide verbal updates when they host a Board meeting at their school site.
In August, the results of the prior year’s goal results are presented to the Board and the goals for the coming year are presented. During August in-service activities, building administrators present their goals to staff. Often, building goals are then leveraged for teachers to write their individual or team goals.
