Mr. Loving became the NSSD superintendent in July 2022. He has nearly 24 years of educational experience in Oregon with 19 of those in administrative capacities. He was most recently the principal of Ridgeview High School in Redmond and in 2019, was named the Oregon Secondary Principal of the Year. Some of his other roles span from high school athletics coach, Social Studies teacher, President of the Oregon Assoc. of Secondary School Administrators, Coalition of Oregon School Administrators Board Member and member of the Oregon AVID Principal’s Collaborative Leadership Committee.

Vicky Storey has been with the District since 1997. Vicky taught English at Stayton High for 17 years before moving to the District Office to become the Instructional Support Assistant Coordinator. In this role, she was also the District AVID Coordinator and Instructional Coach for teaching staff. She came back to Stayton High School in 2018 as Assistant Principal and assumed the role of Principal in 2021. She loves interacting daily with students and cheering the Eagles on at events as often as possible.

Michael Proctor joined the North Santiam School District in the fall of 2005 as a sixth grade teacher at Stayton Middle School. He started his administrative career in the fall of 2007 as Asst. Principal/Athletic Director at Stayton High school, a position he held until the spring of 2011. Mr. Proctor then came back to Stayton Intermediate/Middle School as Asst. Principal/Athletic Director for three years, from the fall of 2011 until the spring of 2014. In the fall of 2014, he became the Principal of Stayton Intermediate/Middle School. Mr. Proctor taught and coached for seventeen years prior to becoming an administrator. Prior to the North Santiam School District, Mr. Proctor worked for the Nestucca Valley School District on the Oregon Coast. He then spent seven years teaching and coaching in Page, Arizona. Upon returning to Oregon, he taught for four years in the Santiam Canyon School District. Mr. Proctor is a proud Veteran of the United States Army, serving for three years on active duty and seven years of National Guard and Reserve time. He grew up in Arlington, Oregon, a small town east of The Dalles right on the Columbia River. He is an avid golfer, playing every chance he gets. He and his wife, Darci, have two children, Brittney and Coby. He also has a son-in-law, Jacob. All three attended and graduated from Stayton High School.

I am delighted to have served as the principal of Stayton Elementary School since 2013. I have been in the education field for more than two decades. I spent the first 12 of those years teaching mostly first and second grade at Miller Elementary School in Salem. I also spent a year as their instructional coach. I gained a lot of experience and knowledge during my time as a teacher and now as a principal.
My undergraduate degree in Liberal Arts was obtained from Simpson University as well as my fifth year teaching credential. I obtained my Masters of Education in Education Administration from Concordia University. I am currently completing the coursework for my Continuing Administrative License there as well.
I have been married since 1987, and have two grown daughters. Our oldest daughter is employed as a middle school orchestra teacher. Our youngest daughter is completing her degree at Portland State. I enjoy spending time with my family, playing games, watching movies and listening to live music. When I am not spending time with my family, I enjoy spending time with friends and reading. My summers are spent traveling, as this is a love of mine. I look forward to a great school year here at Stayton Elementary!

Ryan joined North Santiam School District in the 2021-22 school year as principal at Sublimity School. Prior to joining NSSD he worked as a teacher, coach, and administrator for fifteen years, working with all grade levels K-12. He and his wife, Rosalie, have four children and currently live in Stayton.
Ryan is a native Oregonian who graduated from La Grande High School in 2000. After completing his undergraduate studies at BYU, he began his career as an educator teaching 8th grade social studies and math at Dixon Middle School in Provo, UT (2006-07). He and his wife, Rosalie, then moved back to Oregon and Ryan worked for two years at Sherman County Jr./Sr. High School. During that time, he taught social studies and coached basketball and tennis (2007-09). His family then moved to Western Oregon where Ryan spent five years teaching and coaching at JFK High School in Mt. Angel (2009-14). After finishing his administrator licensure, he worked as an assistant principal at Lincoln Middle School in Cottage Grove (2014-15), followed by six wonderful years as principal of Greenwood Elementary School in La Grande (2015-21).
